The FY17 New Expansion Project

***New in the FY 2017 CoC Program Competition, HUD will allow project applicants to apply for a new expansion project under the reallocation process or permanent housing bonus in order to expand existing eligible renewal projects that will increase the number of units in the project, or allow the recipient to serve additional persons.***


We are requesting that renewal grantees please submit a letter of intent for your renewal project as well as any expansion funding that you may be interested in seeking. The due date for this letter is:

To be considered for inclusion in the FY17 New Project Expansion, grantees must first submit a New Expansion Project Application by August 4th at 5:00PM to:
echo.secretary@gmail.com

In your letter, we ask that you include the following:

1. A brief project description

2. Total dollar amount expected to apply for

3. Approximately how many additional units/clients served you will be expecting

4. Project type (rental assistance or leasing dollars)

5. Budget breakdown into these components:
a. Supportive Services
b. Operating Costs (if not RRH)
c. HMIS

Please keep in mind that this letter must be on your agency’s letterhead and signed by an authorized representative.

 


FY 2017 Continuum of Care Competition Timeline:


The FY 2017 CoC Program Competition is Now Open
07/14/2017: The Notice of Funding Availability (NOFA) for the Fiscal Year (FY) 2017 Continuum of Care (CoC) Program Competition has been posted to the FY 2017 CoC Program Competition: Funding Availability page on the HUD Exchange.

The electronic application in e-snaps will be available on or after next Tuesday, July 18, 2017. HUD strongly encourages CoCs, Collaborative Applicants, project applicants, and stakeholders to:

  • Carefully and thoroughly read the FY 2017 CoC Program Competition NOFA to understand the information; and
  • Begin to plan local competitions based on information, new and changed from the previous Competition, provided in the FY 2017 CoC Program Competition NOFA.

Additionally, so that CoCs know their maximum award amounts, including amounts for planning and Permanent Housing Bonus, HUD has posted the Estimated Annual Renewal Demand (ARD) Report that includes each CoC’s Preliminary Pro Rata Need (PPRN), estimated ARD, CoC Planning, and Permanent Housing Bonus amounts.


FY 2017 Continuum of Care (CoC) Program Competition: e-snaps is Now Available

07/18/2017: The FY 2017 Continuum of Care (CoC) Consolidated Application (CoC Application and CoC Priority Listing) and project applications are now available in e-snaps at www.hud.gov/esnaps. Collaborative Applicants and project applicants can now access the applications to review, update, and enter information that is required for the application process through the FY 2017 CoC Program Competition NOFA.

Renewal Grant Applications:

08/11/2017 – Renewal Applications due to ECHO- Email to echo.secretary@gmail.com (Applications should be entered directly into esnaps, create a PDF export of your application and email to ECHO.  As HUD directs please DO NOT HIT THE SUBMIT BUTTON!

 

Documents to Submit with Renewal Application:

Policy and Procedures for Organization/ Project that is applying for renewal, including HMIS and CES Policies.

 

8/12/2017 – 8/15/2017 – The Review Committee will review all renewal applications with the approved tool.  At the end of this period, the Review Committee forwards the Renewal Applications and the review comments to the Selection Committee.

8/15/2017 – 9/11/2017 – The Selection Committee reviews, ranks, and scores all applications that meet the application threshold on the “Continuum of Care Renewal or Expansion Project Rating Form 2017”.

9/13/2017 – 9/14/2017 – ECHO will announce to renewal grantees by way of public announcement where their project falls on the CoC Consolidated Application Ranking Score Sheet

9/19/2017 – Appeal letters, if any are Due

8/28/2017 – 9/01/2017 – The Review Committee will review all new project applications with the approved tool.  Following review of all new applications the applications are forwarded to the Selection Committee along with the technical review comments per the review tool.

9/01/2017 – 9/11/2017 – The Selection Committee reviews, ranks, and scores all applications that meet the application threshold on the “Continuum of Care New Project Rating Form 2017”.

09/13/2017 – 09/14/2017 – ECHO will announce to all applicants if their application is going to be included in the CoC Consolidated Application Submission. If an application is not included in the CoC Consolidated Application a rejection letter will be emailed to the contact information for the Chairman of the Board and Executive Director on the Pre-Application submitted.

09/19/2017 – Appeals letters, if any are Due
